This will give us much needed funds for a $5000 high tech 16-mile camera, base station, and a gator or mule atv, so we can continue fence building operations in Boulevard, where over 1 mile has been built, Campo, Nogales, and Palominas, just for starters.&lt;br&gt;&lt;br&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Our next meeting will be September 20 at the Denny's Restaurant in Lake Elsinore (map and directions will be given prior to meeting). I will also request the board of directors to approve for me a small salary to work 168 hours per week as a full time Minuteman President, which will have a contract. Thanks to generous fencing companies and government agencies that no longer need the material, we will soon receive 6 more miles of completely free chain link fencing material, which should seal off high traffic corridors in the mountains of east San Diego County soon. As some of our chain link fencing is occasionally cut through, we want to offer a solution which is almost impossible to cut or climb.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;img src="http://www.borderfenceproject.com/images/4mesh.jpg" border="0" align="right"&gt;&lt;p&gt;This new 4 mesh x 4 mesh has square apertures only 1/4" wide with galvanized wire 1.0 mm in diameter, and because the aperture is so small, it is almost impossible to access each wire with wire cutters small enough to enter each aperture, otherwise causing intruder to have to make hundreds of cuts for a sizeable hole for human entry. The mesh cannot be climbed with fingers and hands, and even a hatchet is of no consequence when striking at the material. The supplier offers this mesh at $53.40 per 1-meter x 30-meter roll, and if we double each roll for a 2-meter high fence and add shipping costs, we are looking at only $1.40/foot, keeping overall fencing materials' cost below $2.00/foot. The project was designed to thwart a major corridor of illegal drug and human smuggling activity where Border Patrol is rarely seen and detentions on private property by Minutemen is necessary. Some of the border ranchers are believed to be part of the drug trafficking trade and, of course, will not cooperate with fence building efforts, but we now seek to fence around them or on the federal international zone. Once fencing is complete on the mile-long stretch, we hope to put up at least one camera as camera will be better protected by fence, and vice versa.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/fence17-15-06.jpg" vspace="5" hspace="5" border="0" align="left"&gt;&lt;br clear=all&gt;&lt;img src="http://www.borderfenceproject.com/images/fence27-15-06.jpg" vspace="5" hspace="5" border="0" align="right"&gt;&lt;br clear=all&gt;While we have permission to build barbed-wire fencing on the international zone, chain-linked fencing can better seal-off private property with a solution that is much harder to cut through and requires more time to cross, if intruder is successful. Rebar is planted at the fence base to prevent illegals from crawling underneath the fence. Usually, the chain-linked section is 5-feet-high, but we will also double the fence to 10-feet in height with an extra 5-foot section. Hog rings fasten the chain-linked material to pre-existing barbed-wire fence rungs. &lt;b&gt;We will soon recruit additional volunteers, in teams of four, to help extend the fence there and other parts of east San Diego County.&lt;/b&gt; We hope to plan for late September when the weather cools. We will encourage volunteers to look for free chain-linked sections at their local dump - our material for now comes from a local fencing company nice enough to donate the sections. We continue to buy 1/8-mile-long rolls of barbed-wire for only $4.77 from Lowes, and we will also be in need of u-posts, t-posts, o-posts, and rebar.&lt;/p&gt;&lt;br clear=all&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Mobile camera for Campo, CA, should be in operation this weekend for late afternoon and night patrols. We purchased our second D-Link DCS-5300G PTZ (pan-tilt-zoom) wireless IP camera, the first mounted near Paliminas, AZ, and the second near Campo, CA, along with a Wiseman wired infrared camera and a newly purchased Linksys WVC200. The main focus now is obtaining long range night vision - the D-Link camera has proven to be very high in resolution with outstanding optics and easy-to-control robotic pan-tilt-zoom, but may need help with its 1 lux low-light sensitivity with headlights of the mobile vehicles we will place them in, or industrial motion lights on stationary positions. The Linksys WVC200 has an infrared sensor, but non-optical infrared lamps will probably be required.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;The Arizona model will upload video to the Internet by Sunday, and there will be video and audio feed for the other cameras by Saturday near the California-Mexico border. The second high-profile mission was completed July 3 and we expect many more in the near future, with fence building practically occurring around the clock, with engineers scheduled to build the more Israeli-style 6-layer-fencing soon.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/securicam.gif" vspace="15" hspace="15" border="0" align="left"&gt;&lt;br clear=all&gt;&lt;img src="http://www.borderfenceproject.com/images/minutemanfence.gif" vspace="5" hspace="5" border="0" align="right"&gt;&lt;br clear=all&gt;We have launched the first remote camera near the Mexican border with Internet-uploadable audio and video scheduled in about a week. The D-Link Securicam, a wireless unit with pan/tilt/zoom and extremely low-light sensitivity, is designed to be a mobile unit that can be mounted on the dashboard of a Minuteman vehicle, carried on foot, or positioned on a number of protected outdoor settings while viewing illegal intrusion or other illegal activity in a hot bed near Palominas, AZ. The range of the wireless signal is not yet fully known but combined with a router as a pseudo-relay, it could potentially transmit a signal from 1/4 to 1/2 miles away or further. We donated the camera, router, and PC combination, a $1300 expense, to Minuteman Civil Defense Corps and can potentially save much revenue as the $700 work station can handle up to 16 cameras. The optical range, however, is a good 1/2 miles with fine detail, and we expect the night view to be exceptional, especially when combined with industrial motion lights. They donated to us a hydraulic, gas-powered Earth Driller with Auger on wheels. We requested this item as a possible item for material contribution on our "Materials and Tools Needed" page and they came to the rescue! Only this item is far more convenient and practical then anything we thought we'd use. It can be towed behind a vehicle like a truck or ATV and takes the strain off two individuals who would have to do heavy labor to lift and position a two-man manual Earth Driller - it rolls along rough terrain with little effort. The unit comes complete with a 6" Auger (large drill bit) and we will now ship to our California zone for drilling holes for fence and camera posts.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;img src="http://www.borderfenceproject.com/images/ground_hog_drill.gif" vspace="5" hspace="5" border="0" align="left"&gt;We will soon receive a truck load of donated barbed wire as well to mend and extend federal cattle fence. My observation of the California and Arizona southern borders, along with Minuteman testimony in New Mexico and Texas, tells me much of the international zone already has single and even double cattle fencing, but gaps in wire from cutting or pulling can be found almost one area per 100 yards, making coyotes keen on paths of entry know how to advance intruders at a fast pace. However, this makes our job so much easier, as mending can be done at a much greater rate than extending, and we could very well mend several miles in one day with a team of about one-dozen people. The cameras, again, are what prevent damage to the fence and allow Cyber Minutemen to identify and report intruders for the best deterrent and actual detention, the physical fence only slows them down enough to give Cyber Minuteman ample time after motion sensor detonates. The Earth Driller makes it possible to cement new fence posts at 90-degree bends and terminating ends, so posts cannot be knocked down. We will use the Earth Drill for 15-30-foot-high posts and quads for cameras, which will be positioned about one per 1/4 mile in sync with mended/extended fencing. This is the beginning of what is anticipated to be a 70-mile fence separating all of Cochise County from Mexico, and with our efforts, all 1952 miles of southern border.&lt;p&gt;&lt;br /&gt;&lt;br /&gt;&lt;img src="http://www.borderfenceproject.com/images/mcdcBarbedFence2.jpg" vspace="5" hspace="5" border="0" align="left"&gt;&lt;img src="http://www.borderfenceproject.com/images/mcdcBarbedFenceTractor.jpg" vspace="5" hspace="5" border="0" align="right"&gt;&lt;br clear=all&gt;&lt;p&gt;The first-day mission included the building of a 150-foot-long steel rail fence, with posts about 15-feet high, and the keynote speakers and myself raising the first ceremonial pole while cementing in place and singing "God Bless America". There are now two of these fences separated by about 15 feet, where our cameras will be mounted in the middle facing along the fencing itself, and signals transmitted about 10 miles away to a house in Palominas. The fence also extended well over 1/4 mile to the east after the many volunteers were able to help construct 6-foot-high barbed wire fencing after about 2 hours work. We are now adding a mirror website so the website will always be functional.&lt;p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/wire_unfurl.jpg" border="0" hspace="5" vspace="5" align="left"&gt;&lt;img src="http://www.borderfenceproject.com/images/wire_fasten.jpg" border="0" hspace="5" vspace="5" align="right"&gt;Sunday, May 14, I and a group of Minutemen used a John Deere HPX Gator 4x4 to string over 100 yards of barbed wire along a fence in San Diego County next to Mexico. The Gator proved to be a champ as it climbed rocks and steep hills with soft dirt. A cart was used to unfurl the barbed wire rolls. I will add discs to the two ends of the rolls to prevent wire from getting caught on the spool axle. Sometimes there is fear of wire breaking or snapping forward or toward a volunteer, so head and eye gear will always be required. When the rolls are eventually cut to 660 feet instead of 1320 feet, they will be lighter and we can easily carry two rolls for each axle on the cart. Otherwise, the vehicle can advance 5-10 mph while unfurling wire with ease. 3 people were required for this operation, as one had to grab expended wire while vehicle advanced, but the new spool discs should alleviate the need for someone to help unfurl wire. I was introduced to a new fencing tool that cuts, crimps fence post tongues, twists, and should help out with all wire operations.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/gator_drive.jpg" border="0" hspace="5" vspace="5" align="left"&gt;&lt;img src="http://www.borderfenceproject.com/images/gator_drive_side.jpg" border="0" hspace="5" vspace="5" align="right"&gt;&lt;br clear=all&gt;I will follow-up daily on President Bush's proposal to send 6,000 National Guardsmen to the southern border; this organization's opinion, too little too late. Government simply cannot be trusted as the surveillance equipment Mr. Bush speaks of has been in their possession for decades but is not being used effectively. The best effect of the Minuteman operations is that we are a watchdog for Washington in their many efforts to handcuff border patrol. It is obvious Mr. Bush is trying to fool the House of Representatives into believing he is worthy of having guest worker amnesty passed, and after the election, or with any future administration, we cannot count on sufficient man power to guard the southern border. The only permanent solution is a Cyber Minuteman force that seals off the entire border with fencing, cameras, and people, so we can rely on the American people to always do what is right. With low-level light and infrared enhancements, we believe we can easily resolve any image within the quarter-mile range and see well in moonless nights. Although not a high speed alternative, we will probably only capture images one every 2-5 seconds, unless its own motion sensor is detonated, after which the scan rate is 30 frames per second. These units will be mounted on 16-foot-high-plus platforms and protected with double fencing and concertina wire, while adjacent cameras always view and protect each other from theft or vandalism. A semi-cylindrical shield will probably be used to protect solar panel and camera from sharp-shooters.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;This unit is solar powered and can send a wireless signal up to 16 miles away. We already have a volunteer in our hot-spot who will be able to house receiving equipment and upload images 24/7 live to our website. One concern is cooling, as we may use a copper conduit and antifreeze to cool camera using the cooling effect from below the earth's surface. The motion sensor is at first analog, but digital video software will be able to filter out false alarms, with, amongst other things, "People Counting" software. A tire baler can be purchased so old tires can be received along with 50 cents, then converted into solid 3'x3'x5' columns that can be used to build a rubber wall, requiring no cement, only rebar, easily affixed to level ground as land can be cheaply excavated so wall is placed at bottom of 6-foot-deep trench. Concertina or razor wire is then placed at the top of what is proposed to be a 12-foot-high wall. We also will have to design a platform for the rear end of the vehicle that can "spin-out" heavy rolls of barbed wire at about 6" vertical displacements to help roll-out half of the fence per vehicle pass - I think we can hold 5 rolls of barbed wire, the fence will have 10 rungs.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/ATV.gif" border="0" vspace="5" hspace="5" align="left"&gt;The ATV I am most fond of is this unit to the right for $1297 retail.  The Explorer 150 is a 149cc single cylinder air-cooled 4 stroke model with automatic transmission and reverse. It has an electric kick and starter. It is ideal for climbing steep hills where much of fence building will occur and are often inaccessible for larger vehicles. We will investigate how to order large quantities for low wholesale prices and propose purchasing 50 vehicles for 50 4-member-groups of qualified volunteers who will probably build public fencing on weekends, and will be eligible for paid private fencing projects on weekdays. If we go with 50 vehicles, each team will be responsible for about 40 miles of border, so we will organize a homogenous distribution of teams across the 2000-mile border.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/wire_palette.png" border="0" vspace="5" hspace="5" align="right"&gt;The platform I am proposing may look something like the model to the right &lt;b&gt;but I am receptive to new ideas and proposals - please let me know.&lt;/b&gt; It will be secured behind the seat on the bumper with a rear-axle mount for extra stability. It will carry as many as 33 u-posts (which completes 330 feet of fencing) and 5-spools of barbed wire. A barbed wire roll with 1/16 mile (330 feet) of barbed wire weighs about 20 pounds. Unlike the tractor proposal, there will be no mechanical post driver, but I feel there is a long learning curve required to mechanize post driver with a post-pushing assembly line and great expense before the mechanized option speeds-up for post driving process.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;I will order an Explorer 150 prototype Friday, design a platform, and likely use for a fence-building mission the weekend of May 13-14. There was wide scale violence here in southern California, as over 100 people threw rocks and bottles at police in Los Angeles, with similar violence in Santa Ana. Earlier reports indicated American counter-protestors waving American flags were assaulted in L.A., as had happened in protests across the country the last 2 months.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Otherwise, the consequences produced a day in paradise here as there was virtually no vehicle traffic anywhere including downtown L.A. during rush hour, the first time I've ever seen such a phenomenon on a regular working day. I went to a Walmart, a gas station, and a auto body garage, and business appeared brisk with what I can profile as almost all legal residents spending top dollar, but there were virtually no lines or queues. Reports are the emergency clinics were almost empty and students at school, who were 27% short of their regular enrollment, received the best education in one day they ever received. It occurred to me that most illegal aliens shop at businesses that normally hire many illegals, many of the businesses closed down and were deservedly hurt.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;img src="http://www.borderfenceproject.com/images/Tag_March.jpg" border="0" hspace="5" vspace="5" align="left"&gt;&lt;br clear=all&gt;Work resumed on fence reconstruction in east San Diego county this past weekend. About 200 people erected 1/4 mile of fencing. The group there did not include any members of BorderFenceProject.com, and the Bureau of Land Management threatened to report fence builders to law enforcement. Our work to the west had the full support of the Department of the Interior ranger (Bureau of Land Management is part of the Department of the Interior) and our Standard Form 299 permit is still pending with them. We approved the current Articles of Incorporation and single amendment by a 6-0 vote, and approved the Bylaws by a 6-0 vote with one change, the annual board meeting will be the second Tuesday of each January. 501 (c) (3) status is now pending and should be accepted soon. I as acting President will formerly run for the position at our next meeting, Thursday, May 12, and we will elect a Secretary at that time. All officers hold positions for 2-year terms. We anticipate 3 more prospective board directors will attend May 12 and will run and hopefully be elected then.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;The budget will be managed by myself including spending for advertising, raw materials, and equipment until we agree on a budget when the board of directors convene in two weeks. We will investigate pursuing a series of campaigns with a nationally renown non-profit marketing group. We will probably complete 300 yards of barbed wire fencing in several hours using manual techniques. Soon we will have an ATV for wire transport and then a tractor with a mechanized fence post driver. Using machinery, we believe a team of 3 people can build 1/2 miles of fencing in an 8-hour shift, probably 4 times as fast as 3 people with manual fence post driver only.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/u-post_holes.jpg" hspace="10" vspace="10"align="left"&gt;We are using a rivet gun with 3/16" rivets for the 1/4" holes for fastening wire to u-post but are revisiting the possibility of fastening wire with tongues already on the post, keeping the wire 6" apart in vertical space. The problem is, &lt;b&gt;we need a special pair of vice grips, channel locks, or pliers, best suited if they have a flat 3-4" long blade on one side and a small cylinder on the other to depress the 1/4" wide tongue.&lt;/b&gt; We do not know if such a tool exists or can be designed, any feedback will be helpful.&lt;/p&gt;&lt;br clear=all&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;BorderFencProject.com is now advertising 24/7 on KFI 640 AM Los Angeles on down-streaming radio, and will soon pick up markets in other cities as well as regular radio. Private funding will have to be raised for the fencing and surveillance equipment.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.borderfenceproject.com/images/bf_display.jpg" hspace="10" vspace="10"align="left"&gt;While I am not as of yet working with Simpcox on this project, I did meet him in last year's original Minute Man Project in Arizona and met with him last December to offer my then two-month-old Border Fence Project as stimulus. I praise Simpcox's efforts, but formal endorsement and participation will depend on future developments, a May 25 deadline for the federal government to secure the border, and cooperation from my board of directors. My organization's current position is that we can support surveillance camera contribution to private land projects as cameras are better protected there, and camera views of all 1952 miles of border is critical and should be centralized on one portal, so Americans can participate in the Cyber Minute Man experience anywhere with convenience. Both private and public video-viewing can be entertained depending on the desires of the private land owner. Contributions of donations to private fencing is not policy with us now, but the board may create future and separate funding for ranchers who prove lack of means to fund physical fencing.&lt;/p&gt;&lt;br clear=all&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;The current Simpcox plan calls for 2 rows of chain-link fencing, 2 trenches, 2 large coils of concertina or razor wire, and surveillance cameras in the middle of the rows. While this is the most bullet-proof solution I've seen, making the fence more effective, 1952 miles long, would lead to several caveats:&lt;br&gt;&lt;br&gt;&lt;br /&gt;&lt;ul shape=disc&gt;&lt;br /&gt;&lt;li&gt;This solution will probably cost $150/per foot versus our $2.50/foot, still far more affordable than the proposed federal version at $1000/foot, but difficult for fund raisers to generate the revenue necessary for the entire southern border&lt;br /&gt;&lt;li&gt;Private-only ranch fencing leaves some access roads and parks that extend far to the north vulnerable. Cooperation is building to compel the Bureau of Land Management to accept our offer to mend fencing already on the border but dilapidated, required as Department of the Interior policy. I have Standard Form 299 permits pending for all four border states and expect cooperation or will take every legal avenue available to enforce them&lt;br /&gt;&lt;lI&gt;The more ambitious fencing projects, even when on private land, sometimes receive grief from counties and environmentalists who claim concrete or other materials are somehow a hazard. This is less likely in Arizona but commonplace in California&lt;br /&gt;&lt;li&gt;T.J. Bonner and other Border Patrol interests may frown on such effective fencing, probably fearing for job security for border guards, and many eager Cyber Minute Men may want opportunities to make many "busts" with our more approachable fence, inadvertently creating an entertainment incentive. I prefer the air-tight solution, but it may take many years to raise the money&lt;br /&gt;&lt;/ul&gt;&lt;br /&gt;&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Your suggestions and comments are most welcome. These attacks have been tried before but to no avail, as the opponents will run illegal software to try to over-consume the servers' bandwidth in order to shut it down. We are now adding extra security measures to protect the websites and identify anyone who tries to bomb the websites, so they will be prosecuted. We are also just now adding unlimited bandwidth so the websites cannot shut down.&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;p&gt;I am scheduled to talk to Jim Dallas of Mark Edward's Wake Up America radio show Friday, April 28, 2006, at 10:00 PM.
